California High Speed Rail Authority, Construction Project 2-3, Fresno
Hired by Dragados-Flatiron, JV (DFJV) as the project’s Small Business contracting expert, CPM assists DFJV with breaking down scope into manageable bid packages, reviews contract drop down requirements, audits reporting and compliance and coordinates all Small Business outreach events. This is a 65-mile route located within the counties of Fresno, Tulare, and Kings and the cities of Hanford, Corcoran and Allensworth. To achieve the 30% goal, or $360m in Small Business participation, CPM and DFJV provide ongoing training and monthly outreach events for small businesses and DBE/SBE/DVBEs.
CPM also assists with Public Information Officer outreach efforts to engage community stakeholders affected by the project. We provide project information, updates and events to local communities.
Measure RR DBE Outreach, Oakland
Bay Area Rapid Transit (BART) hired CPM to perform DBE Outreach Services for their $3B Measure RR Project. Outreach services include public outreach, meeting facilitation, and engaging the public through in-person meetings, emails, phone calls and social media. CPM also provides event marketing, coordination and outreach.
Interstate 680 HOV Completion and Express Lanes
CCTA’s Interstate 680 HOV Completion and Express Lanes project provides a continuous High Occupancy Vehicle lane on I-680 in the southbound direction between the Martinez-Benicia Bridge and the Contra Costa/Alameda County line.
CPM provides expert support to CCTA and prime contractors to successfully meet the 10% project DBE goal. Services include outreach and communication with DBEs and primes.
California High Speed Rail Authority/Caltrans, CMGC SR 99 Realignment Project, Fresno
Granite Construction hired CPM to assist with the project’s Community Benefits Agreement (CBA) with the CAHSRA. Partnering with local unions, building trades and agencies to establish a workforce development program, CPM’s project support has resulted in a targeted workforce of 60%, double the CBA requirements. CPM’s services focused on developing relationships with, and providing educational assistance to, local workers and minority/disadvantaged businesses, communities, unions, hiring agencies, and faith-based organizations.
Flatiron-Kiewit, JV (FKJV), Presidio Parkway Project, Phase 2, San Francisco
CPM was brought in as FKJV’s Small Business expert for the project’s UDBE/SB program to work on the state’s largest, and only, P3-funded transportation project. CPM created and managed a successful Small Business and minority compliance program that engaged Small Contractors and successfully complied with contractual requirements.
The 40-acre landscape effort consists of team building and design management between several agencies, FKJV and the Presidio Trust. CPM implements organizational tools that allow for increased information flow and progress tracking.
Based on their prior management experience, CPM also oversaw landscape design and soil management coordination services. Soils management includes programmatic support, analyzing extensive project requirements and creating over 500 pages of management plans based on site project needs.
Palace of Fine Arts, Presidio Parkway, San Francisco
CPM assisted Flatiron-Kiewit, JV with construction and contract oversight at the Palace of Fine Arts. This included generating and managing project design and bid documents, quality control plans and responding to bidder and field questions throughout the project's lifecycle.
Prime-DBE Cooperative (PDC), Oakland
Partnering with Caltrans District 4 Small Business Program, CPM addressed chronic issues facing working relationships between small and large contractors on large, transportation and infrastructure projects through the PDC. The PDC program provided by-monthly educational workshops and networking events for Small Contractors, encouraging better communication and responsiveness between all stakeholders. The program successfully increased contracts between it’s Prime Partners and Small Contractors by almost 40%.
Participants include Caltrans, Teichert Construction, Ghilotti Brothers, Shimmick, and Flatiron Structures.
Interstate 80/San Pablo Dam Road, San Pablo
CPM was a resource to prime contractors to successfully meet the 10% project DBE goal established by CCTA and FHWA. Services include outreach, communication with DBEs and primes, and coordination for the agency on the Interstate 80/San Pablo Dam Road Interchange Improvements.
